Illinois sends 17 members to the U.S. House of Representatives and two Senators to the U.S. Senate, for a 19-member delegation in the 119th Congress — currently 16 Democrats and 3 Republicans. Because House seats are reapportioned only once a decade based on the U.S. Census, Illinois's 17 House seats are fixed through the 2030 census — that same apportionment sets Illinois's 19 electoral votes for president: one per House seat, plus one for each of its two Senators.
Illinois became the 21st state to join the Union, in 1818, and its capital is Springfield. State-level lawmaking happens in the Illinois General Assembly, made up of a 118-seat House of Representatives (2-year terms) and a 59-seat Senate (2 or 4 (staggered)-year terms).
