Virginia sends 11 members to the U.S. House of Representatives and two Senators to the U.S. Senate, for a 13-member delegation in the 119th Congress — currently 8 Democrats and 5 Republicans. Because House seats are reapportioned only once a decade based on the U.S. Census, Virginia's 11 House seats are fixed through the 2030 census — that same apportionment sets Virginia's 13 electoral votes for president: one per House seat, plus one for each of its two Senators.
Virginia became the 10th state to join the Union, in 1788, and its capital is Richmond. State-level lawmaking happens in the Virginia General Assembly, made up of a 100-seat House of Delegates (2-year terms) and a 40-seat Senate (4-year terms).
