The closing article: the Constitution itself would take effect once nine of the thirteen states ratified it (it did not require unanimous approval). What follows is the attestation and the signatures of the 39 delegates from 12 states who signed on September 17, 1787 (Rhode Island sent no delegates to the Convention).
The Ratification of the Conventions of nine States, shall be sufficient for the Establishment of this Constitution between the States so ratifying the Same.
