Willis Van Devanter became one of the "Four Horsemen," the conservative bloc that repeatedly struck down New Deal legislation in the 1930s, and his 1937 retirement — timed just after FDR’s Court-packing plan collapsed — gave Roosevelt his first appointment to reshape the Court.
