How does a bill become a law?

A bill must pass both the House and the Senate in identical form, then be signed by the President. The process begins when a member introduces a bill. It is referred to a committee, which may hold hearings and vote on it. If it passes committee and the full chamber, it goes to the other chamber. If both chambers pass the same bill, it goes to the President, who can sign it or veto it. Congress can override a veto with a two-thirds majority in both chambers.
