What is a continuing resolution?

A continuing resolution (CR) is a type of temporary funding legislation that keeps the federal government funded at existing levels when Congress fails to pass a full budget by the October 1 start of the fiscal year. CRs are typically passed for weeks or months at a time while Congress negotiates a full appropriations bill. If no CR or budget passes, the result is a government shutdown.
