What is a cloture vote?

A cloture vote is a Senate procedural vote to end debate on a bill and force a final vote. Under Senate rules, it requires 60 votes to invoke cloture — more than the simple majority needed to pass most legislation. This is why the filibuster is so effective: a minority of 41 senators can prevent the Senate from even voting on a bill.
