What is a ballot initiative?

A ballot initiative (or ballot measure) is a form of direct democracy in which citizens can propose and vote on laws or constitutional amendments directly, bypassing the legislature. About half of U.S. states allow citizen-initiated ballot measures. The process typically requires gathering a set number of petition signatures before the question can appear on a ballot.
