Bill Type Reference

What each abbreviation in the dropdown actually means.

H.R.

House Bill

A regular bill introduced in the House. Most legislation that started in the House uses this.

Senate Bill

Same as H.R., but introduced in the Senate.

H.J.Res.

House Joint Resolution

Legally equivalent to a bill — needs both chambers and the President’s signature. Used for things like constitutional amendments or emergency funding.

S.J.Res.

Senate Joint Resolution

Same as H.J.Res., started in the Senate.

H.Con.Res.

House Concurrent Resolution

Passed by both chambers but doesn’t go to the President and isn’t law — used for things like the congressional budget framework.

S.Con.Res.

Senate Concurrent Resolution

Same as H.Con.Res., started in the Senate.

H.Res.

House Simple Resolution

Only needs a House vote — no Senate, no President. Used for things like House rules changes.

S.Res.

Senate Simple Resolution

Same as H.Res., Senate-only.

H.R./S. bills and Joint Resolutions can actually become law. Concurrent and Simple Resolutionscan't — they never go to the President and are procedural or symbolic only.
